Summary
Street Fighter legend Ryu Hibiki has stooped to hawking his age old and secret powers of Hadouken and Ansatsuken in a series of videotapes made available to the public in a sleazy TV commercial and is still profiting from his Street Fighter days. Meanwhile Zangief and Dhalsim seek out M. Bison, now wheelchair bound, to train them to become Street Fighters once again. Bison makes their training contingent upon their finding two more of the "Big 12" fighters. To Zangief's shock, Sagat is once again working for and living with General Bison. Sagat makes it clear that Zangief is not welcome there.
